Promote administrative neutrality; advance public trust

With the progress of peaceful power transition and political democratization, Taiwan’s party politics development has become sound and matured. Administrative neutrality culture in civil service institutions is the key to advanced growth and development. The stability and sustainability of government administration lies upon civil servants’ practices of administrative neutrality.

1. Goals

To improve the awareness of administrative neutrality among civil servants and ensure civil servants in central and local governments to administer public matters by law, enforce law justly and abide by regulations on political activities, the NACS organizes such training to educate civil servants on the importance of administrative neutrality. The training helps civil servants develop the concept of administrative neutrality, understand related law/regulations, enhance civil servants' abilities in handling administrative neutrality incidents, and internalize the concept of administrative neutrality in their routine matters.

2. Training

(1) Training Sessions: training sessions of administrative neutrality is administered for different groups of trainees.

(2) In-class training: upon designing a program for civil service training, the course of administrative neutrality is included. For example, NACS add this subject in the Basic Training program for Personnel Newly Passed the Civil Service Examination.

(3) on-line training: civil servants of government entities can access to designated government websites to take an online course of administrative neutrality.

3. Features

NACS arranges multiple learning channels, invites professional instructors, attaches importance to real case practices, and highlights the importance of discussion, so that NACS can trigger trainees’ learning interests, increase training effects, improve equity of government decision-making practices, ensure the practices of public service, and earn people’s trust on the government.
