Civil servants are not only a key component of a government, a facilitator of government policies, but also the foundation and resources for sustainable development of a country. The quality of the civil servants determines the administrative efficacy and policy achievement of a government, therefore, the selection process of talents becomes an important topic. Currently, should the civil servants choose to be promoted one rank higher, they are required to pass the rank promotion training first. The purpose of such training is to cultivate them with necessary job knowledge and capabilities for future duties. Training programs comprise 1. Training for Promotion from Junior Rank to Senior Rank (including Training for Police Officers Promotion from Junior Rank to Senior Rank), 2. Training for Civil Servants with Elementary Rank Seeking Promotion to Junior Rank, 3. Promotion Training for Police Sergeants, 4. Training for Transportation Enterprise Employee Promotion from Middle Rank to Senior Rank. Training hours for each of these programs are 120 respectively. The training lasts for 4 weeks. On average, each training program receives around 4,000 trainees every year.
