Writing Contest of Selective Book

     

 Aims and objectives of the Contest
 ‧
Living in an era of knowledge explosion and worldwide competition, civil servants, as backbones of a country, must strive for excellence and learn continuously, so that they can enhance national competitiveness with innovative and epochal thinking.
‧ 
Considering the homogeneity between “National Civil Servants’ Selective Book Review Writing” held by the Ministry of Civil Service and a series of reading and learning activities held by National Academy of Civil Service (National Civil Service Institute), also the feature of the Academy as a training institute for civil servants, the Examination Yuan has transferred the right of organizing “National Civil Servants’ Selective Book Review Writing” to Civil Service Protection and Training Commission since January, 2004. And the Commission referred such task to the Academy, and “Promotional Campaign of Book Reading for Civil Servants” was made as the provision.

Since 2005, National Academy of Civil Service has further integrated “Book of the Month” activity with “Selective Book Review Writing”, in order to encourage civil servants to read, and benefit from such activities. In 2016, the recommended classics book list was included to cultivate a reading habit.
Participants
‧  
Any appointed personnel based on official regulations in any government agency, institute, school or organization.
‧  
Any hired personnel except from teachers based on official regulations in any government agency, institute or school.
‧  
Any hired personnel by superior or based on provisional regulations in any government agency, institute or school.
Prize
The prizes of the contest are divided into the Writing Contest of Selective Book and The Organization for Performance Excellent:
 1. Writing Contest of Selective Book Prize is set up based on three fields, “Public Policy and Management” and “Self-development and Humanity” and “ classics book” :
(1)
Golden Prize: Select one prize winner from two fields, two winners in this category. Each winner will be granted with an award and prize money (NTD $30,000).
(2)
Silver Prize: Select one prize winner from two fields, three winners in this category. Each winner will be granted with an award and prize money (NTD $20,000).
(3)
Excellence Prize: Select twenty four  prize winners from three fields, winners at most, depending on the number of application and quality of works. Each winner will be granted with an award and prize money (NTD $6,000).
Contest Procedure
‧  
Compositions should be evaluated as excellent and recommended by central government agency (second class or above), municipal, county or city governments to enter to the contest.
‧   Recommended Number of Applications: Three compositions from one Competent Authorities, and ten at most.
‧   Deadline: September, 1, every year
Format
‧   Word Counts: 4,000-6,000 (table of contents, index and bibliography are excluded)
‧  
Layouts: 2 copies of the original script, typing in A4 size paper without personal or organization title, and an electronic file should be included. The format should be in Chinese, horizontal writing, Standard Kai font, 14 size character, 1.5 space. A “Script file” should be attached on the opposite side of the cover page.
‧   Writings of non-selective books or layouts that do not meet the requirements of the Contest will not be accepted.
Evaluation
 ‧ Compositions will be evaluated by an Review Committee formed by the Academy. The evaluation criteria are 30% inspiration and innovation; 30%gist interpretation; 20% expression and 20% structure. The relevant provisions of the evaluation will be made by the Academy.
 2. The Organization for Performance Excellent:
(1)
Evaluation: The evaluation of Reading Promotion will be conducted based on three major activities such as writing contest, reading promotion activities, and the other activities designated by National Academy of Civil Service. Any agency sending less than three applications will not be evaluated in the category of the group prize.
(2)
Awards: Participating agencies will be categorized in accordance with the authorized complement/ number of personnel. Awards are as follows:
First place: A Trophy. The staff in charge of the winning agency will be recommended to record two Merit Citations.
Second place: A Trophy. The staff in charge of the winning agency will be recommended to record one Merit Citation.
Third place: A Trophy. The staff in charge of the winning agency will be recommended to record two Commendations.
Merit Award: A Trophy. The staff in charge of the winning agency will be recommended to record one Commendation.
 Deadline: September, 30, every year
 Awarding Ceremony
 ‧
The final outcome of the contest will be published in December each year, and an awarding ceremony will be held in January next year.
