Establishing A Solid Foundation For Partisan Democracy
Along with the progress in political party rotation and democratization, the party politics in the R.O.C. has witnessed a solid development. The administrative neutrality of civil services/organizations is a key for further growth and development. The maintenance of the stable and sustainable operation of administration depends on the implementation of administrative neutrality of civil servants.

In order to increase the awareness of administrative neutrality among civil servants and ensure civil servants in both central and local governments to follow regulations, justly enforce laws and abide by certain norm for political activities, the NACS has held many training sessions for cultivating administrative neutrality of civil servants. The goal of various training programs is to help civil servants to develop the concept of administrative neutrality, understand the details of related laws/regulations, enhance civil servants' abilities in handling and dealing with administrative neutrality, and internalize the concept of administrative neutrality into the routine work of civil servants. The training approaches include training sessions, in-class training, digital learning, and audio-visual learning. The details are as follows:


Training sessions

Different sessions of administrative neutrality training are held for different training targets or related topics.
2. In-class training
When different training sessions and seminars are held, administrative neutrality courses should be incorporated. For example, such courses should be included in the basic training for those who pass the civil service examinations.
3. Digital learning
The participants should log on designated websites or use certain media to take the courses related to this training. Currently, the training formats include on-line learning and audio-visual learning.
  (1). On-line learning:


The civil servants at different organizations/institutes can log onto the e-college of the NACS and enter Administrative Neutrality link for on-line learning.


The civil servants can visit the designated digital learning websites of some government organizations/institutes to take the courses related to administrative neutrality. Then the participants can take tests administered by those websites to obtain their certificates.


Audio-visual learning: Based on their needs, the organizations/institutes/schools can submit applications to the NACS. Then NACS will send course DVDs, other digital materials (including assessment  tests ) for the organizations/institutes/schools to provide audio-visual training as well as tests.

Through diverse training methods, the purpose is to promote the concept of administrative neutrality for civil servants. Such approaches can help civil servants not only learn how to handle political events, but also increase their confidence in the implementation of administrative neutrality in their organizations/institutes. The ultimate goal is to help civil servants to serve the people in R.O.C. Only in this way can the general public trust in the governments more.
