Senior civil servants play a critical role in government performance. They are the strategic partners on the stage of policy formation, but the advocators and supervisors on the flipside. Therefore, the quality and competence of senior civil servant has a prominent impact in the national reform process. The institute has been implementing the strategic level development training since 2003. Each civil servant who desires to be promoted on the level of strategic is obligated to take in 4 weeks management development training. Those who pass muster will obtain high rank and be appointed. It can be described a threshold training of a nation to nurture exceptional decision-making talents.
The Target Audience And Trainee
- Civil Servant: The Civil Service Employment Act has been amended and promulgated since 2002, anyone who yearns for the promotion should be taking the training course of the Institute and pass muster. There were10,331 participants enrolled in this training course during the period of 2003 to 2010.
- Police Officer: The Personnel Regulation of the Policeman has been amended and promulgated since 2007, any police officers who long for the promotion should be subject and pass muster to the training in the institute. There were 555 participants enrolled in this training course during the period of 2008 to 2010.

The lecturers are Invited and composed of the scholars from colleges, experts in various fields from private and public sectors.
- Teaching Material Emphasis and Research of Administrative Case Study: Presenting the instruction meeting organized by the industry, government, and academic, to articulate the practice experience into the course materials, case planning and design, also seek the assistance of expertise in university to cooperate and compile the lecturing materials.

Sector of Executive Development In Overseas Training Camp For Extraordinary Students
The NACS held the Sector of Executive Development Training since 2009 to cultivate a global perspective and highly competitive advantage for higher civil servant, and through the overseas learning experience to comprehend the whole construction, policy planning, and personnel training policy in advanced countries.
There are three phrases studies, such as domestic study, overseas study, and learning presentation.
Phrase One “Domestic Study”: The NACS holds the issues of lecture, such as “The Overall National Power Evaluation of Singapore”, “The Ruling Concept of Government and National Condition in Singapore”, “The Public Opinion and Public Policy in Singapore”, “The Economic Transformation and Upgrading of Industrial Experience in Singapore”.
Phrase Two “Overseas Study”: There are 7 days research and study, experiential learning activities and seminar in Singapore Nan-yang Technological University, Singapore Airline, Institute of Singapore Civil Servant in public and private sector.
Phrase Three “Learning Presentation”:
The formal presentation will be held in the NACS in 3 months after the overseas study camp. Besides the invitation and speech of scholars and experts from Singapore, trainees will be asked for group discussion and make a presentation.
