Orientation Program

General Civil Servants
In accordance with the Laws and Regulations of Personnel in Taiwan, one has to accomplish the open competitive examination before turning out to be a civil servant. After having passed examinations held by the country, all civil servants at different levels are required to receive training according to their categories and types. Those who have completed the training with a satisfactory performance will be issued certificates and dispatched to different units. This training is classified as pre-training which can be further divided into basic and practicum training. The former focuses on the cultivation of common competence while the latter focuses on the training of professional skills. 


Training period:Senior (or other equivalent levels) Civil Service Examination qualifiers' orientation training will last five weeks (with a total training of 150 hours). Junior and Elementary (or other equivalent levels) Civil Service Examination qualifiers' orientation training will last 4 weeks (with a total of 120 hours). The training period is successive with trainees gathering in classes to learn and practically learn by doing.

Establishing course modules: After consulting with experts and scholars, the core competence in the orientation training of those who have passed the examinations will focus on the “common abilities of all newly appointed civil servants,” the “management competence of civil servants at the management level,” and the “execution ability of civil servants at the management level,” and the “execution ability of civil servants at the strategic level.” The courses will be designed based on the details of these abilities with the hope to cultivate suitable candidates for different levels for civil service.

Evaluation Criteria:
  (1) Nature and traits (25% in total ): Class counselors and assistant counselors will be assigned to participate and observe trainees’ ordinarily life performance. The class counselor will evaluate the trainees in detail objectively, fairly and justly. To enhance the trainees' morals, ethics and service attitude, class counselors and assistant counselors will teach and tell trainees to behave properly in daily life , and how to face the general public.
  (2) Learning performance: Those trainees passing  either the Senior (or other equivalent levels) or Junior and Elementary (or other equivalent levels) Civil Service Examination will have their learning performance evaluated based on seminars and tests. The details are as follows:


Seminars (30% in total ): The trainees will be grouped to choose administrative issues related to their training subjects and courses as their group topics. In each group, each group member will be designated tasks such as information collection, research and investigation to find out problems related to the topics, think over improvement measures and draft proper proposals. Their works will be evaluated by two instructors. The grades are based on both individual performance in the group and the result of the team work.


Subject tests (45% in total ): Subject tests include practicum essay writing and multiple choice questions. Each takes up 50% in test grades.

The Disabled Staff
Those who pass the Civil Service Special Examination for the Disables can choose to apply either in-class orientation trainings or online orientation trainings. Depending on their own personal wingness and considering the conditions of physical and mental barriers, trainees choose either one to be trained. Those who choose in-class training courses will be arranged in the class where there are other general qualified civil servants. Those who choose online training courses can log on NACS e-learning website “The Orientation Training of Special Examination for the Disabled”. The internet online learning is approximately 43 to 56 hours. There were 109 in-class trainees and 61 online class trainees finishing in 2015. The total number of trainees is 170.
